Well, if your iphone got restored to the original fw then it will send you back to this screen.
To by pass this screen you need to insert a sim (any-sim), i tried on alot of sim and plug it into the itune and you have by pass this activation page. pretty easy, now enjoy.
update: with the new firware 4.1 you can activate your iPhone with old at&t sim and works fine
